The Medical Command Small Business Scorecard is a tool for measuring performance against the small business targets established for each contracting office. The contracting offices are:

Approximately once a month, procurement reports for the MEDCOM are retrieved from the Federal Procurement Data System - Next Generation (FPDS-NG) for the fiscal year-to date. This data is used to calculate performance scores based on the rationale below.
The Scorecard actually uses three separate scoring systems:
Color system (Green/Amber/Red)
This system provides an easily evaluated snapshot of performance. Green means that the Contracting Office has met or exceeded its target for that particular program. Amber means that some awards have been reported towards the target but the target has not been reached yet. Red means that there have been no awards reported for that program or the total dollars awarded were negative. (This might happen if a Contracting Office deobligated more money than they obligated during the same period.) In the Scorecard table each colored cell also shows the actual percentage achieved in each program.
Letter Grades (A/B/C/D/F)
Letter grades are assigned based on how close a Contracting Office has come to meeting or exceeding its target goals.
A = Meets or exceeds statutory goals and at or above 90% of the target performance
B = Meets or exceeds statutory goals and achieved 50% to 89.9% of target performance
C = Achieved 25% to 49.9% of target performance
D = Achieved 0% to 24.9% of target performance
F = Reported less than 0% of target performance (This may occur if an office deobligated more money in a category than it obligated during the same period.)
“Grade Point Average”
Since these letter grades are very similar to those used in academia, a "Grade Point Average" (GPA) or "Score" is calculated for each contracting office and for the Health Care Acquisition Activity as a whole. The GPA/Score is based on the actual achievement in each program and the weight assigned to each program. The calculated GPA/Score drives the assignment of a final letter Grade.
For convenience the Scorecard also includes a second table showing the fiscal year targets for each contracting office in each program. (Note: Targets for the HBCU/MI Program are aspirational goals only.)
